Water against a foundation does not stay outside. It follows the path of least resistance through hairline cracks, mortar joints, and the cove where the wall meets the slab.
What you will see inside
Musty air after rain, peeling paint at the bottom of basement walls, or white powder (efflorescence) on block. Horizontal cracks in block walls are more serious than vertical ones.
